PRINCE WILLIAM COUNTY, VA. On Saturday, December 13th, The Prince William County Democratic Committee and Stafford Democratic Committee announced the qualified candidates for the upcoming special election for the 23rd District of the Virginia House of Delegates. The committee will hold an unassembled caucus to elect its nominee for the 23rd District on December 16th, 2025 from 12:00 pm-7:00 pm.
In no particular order, the qualified candidates are:
Woodbridge Supervisor Margaret Angela Franklin
Muhammed “Sef” Casim
Any voter who adheres to the values of the Democratic party, is registered to vote in the 23rd District, and who meets the participation requirements outlined in the call to caucus will be eligible to vote at any of the caucus locations.

The Prince William County Democratic Committee works to elect Democrats up and down the ballot in PWC The committee is made up of dedicated volunteers and activists, and is presently Chaired by Samuel Chisolm Jr. The PWCDC has secured majorities on the School Board, Board of County Supervisors, the PWC Delegation in the Virginia House of Delegates and State Senate, and the PWC Federal Delegation for the Commonwealth.
