PRINCE WILLIAM COUNTY, VA. On Tuesday, December 16, 2025, The Prince William County
Democratic Committee and Stafford Democratic Committee jointly announced the results of
their caucus for the upcoming special election for the 23rd District for the House of Delegates.
Supervisor Margaret Franklin received 225 votes of the 334 ballots cast, and Muhammed “Sef”
Casim received 109 votes. With a margin of 67%, Margaret Franklin is officially the Democratic
Nominee for the special election for the 23rd District.


“PWCDC and SDC are excited to get behind our nominee Margaret Angela Franklin and get to
work. We fully intend to ensure that Margaret is successful in January, and are excited to do our
part to maintain our 64 seat Democratic majority in the house. I want to thank our 30+
volunteers for their time and effort to make this caucus happen. We had 5 days from the date
the special election was set to run an open, fair, and accessible caucus and I think we have
accomplished that.”

The Special Election will be January 13, 2026.

The Prince William County Democratic Committee works to elect Democrats up and down the
ballot in PWC The committee is made up of dedicated volunteers and activists, and is presently
Chaired by Samuel Chisolm Jr. The PWCDC has secured majorities on the School Board,
Board of County Supervisors, the PWC Delegation in the Virginia House of Delegates and State
Senate, and the PWC Federal Delegation for the Commonwealth
