During the school closure\, please check the meeting announcement for specific links and instructions on signing up for Citizens Comment Time. \nNOTE: Effective February 17\, 2021 the Board will return to its earlier practice of limiting the initial citizen comment period to 30 minutes\, allowing any additional speakers to provide their comments at the end of the meeting. \nAll speakers must provide the School Board Clerk with their address and phone number in order to verify their residency and permit the Clerk to contact them if necessary. Upon request\, the Clerk will not release to the general public the address and phone number of the speaker. However\, such information may be requested under the Freedom of Information Act (FOIA). Upon request\, the Clerk will not release to the general public the address and phone number of the speaker. However\, such information may be requested under the Freedom of Information Act (FOIA). Speakers must also identify the issue of public concern upon which they will be speaking. DESCRIPTION:Call. Pursuant to the authority provided by the Virginia Democratic Party Plan\, the Tenth Congressional District Democratic Committee (10CDDC) hereby calls a REORGANIZATION CONVENTION to include JURISDICTIONAL CAUCUSES to be held virtually via the Zoom application on Saturday\, February 19\, 2022\, at 10:45 AM (Convention business will begin at 11:00 AM). (NOTE: Convention delegates will attend via Zoom; the link will be emailed to all those who prefile. Prefiling is required to attend the Virtual Convention as a Delegate/Participant. Members of the public wishing to observe may do so via Facebook Live on our Facebook webpage: https://www.facebook.com/10cdvadems/)\n\n \n\n 	Incorporated Documents. All appropriate provisions of the Virginia Democratic Party Plan (“State Party Plan”)\, as amended\, and the Guidelines issued by the Democratic Party of Virginia (Guidelines) and confirmed on December 4\, 2021\, are incorporated into this Call by reference and made a part hereof.\n\n \n\n 	Purposes. The primary purposes of the Reorganization Convention shall be to elect 20 members to the 10CDDC for a four-year term. These 20 members shall also be members of the Democratic State Central Committee for the same four-year term.\n\n \n\n 	Process Considering Ongoing Public Health Emergency. As a result of the ongoing COVID-19 public health emergency\, it is not possible for the 10th Congressional District Committee to hold its reorganization process in person. The Committee is therefore opting to hold this process virtually in the same way that it held the 2020 Convention to Elect Delegates to the Democratic National Convention.\n\n \n\n 	Organization of the District Convention. Once the Convention is called to order\, the Convention will convene via Zoom and elect members to the District and State Central Committees as set forth below.\n\n \n\n 	Prefiling and Deadline. All Democrats who are registered voters within the district and who have prefiled may attend their applicable Jurisdiction Caucus and the District Convention. The Convention Delegates/Participants must prefile and sign the Declaration Form by 5:00 PM on Friday\, February 11\, 2022. The Delegate/Participant prefiling form is attached to this Call and is also available from the Reorg Chair\, Shelley Tamres\, by request. The prefiling form should be filled out and submitted via email to shelley@10thcdvadems.us. If you wish to print and mail the prefiling form\, send it to 10CDDC c/o Shelley Tamres\, 108 Willow Pl\, Sterling\, VA 20164. Remember that it must be received (not postmarked) by the deadline.\n\n \n\n 	Delegate Allocation. The 10th Congressional District Convention does not have a cap on the number of Delegates who can participate. Accordingly\, locality caucuses to elect Delegates are unnecessary and will not be held\, and all qualified persons who file to be Delegates by the filing deadline will be seated as Delegates.\n\n \n\n 	Zoom Details. All Delegates/Participants will sign-in to the Zoom waiting room between 10:00 AM and 10:45 AM and have their names checked against the prefiled list for their jurisdiction in order to be admitted to the meeting. All Delegates/Participants must be in the waiting room by 10:45 AM in order to participate in the Convention. If you are not signed into the waiting room by 10:45 AM you will not be admitted.\n\n \n\n 	Convention Process. The convention will begin at 11:00 AM. Following initial convention business\, Delegates will vote to elect the members from their respective localities through the Democratic Party of Virginia’s online voting system. The credentials for voting will be provided by the Democratic Party of Virginia through email prior to the start of the Convention.\n\n \n\n 	Voting Procedure. Voting will take place from 12:00 Noon until 3:00 PM on Saturday\, February 19th. Democratic Party of Virginia Staff will work to facilitate voting electronically. Participants will be sent a unique identification number that they will need to enter for their ballot to be counted. Ballots with an incorrect number entered will not be accepted.\n\n \n\n 	Participation and Outreach. Participation in the Tenth District Democratic process to select representatives to the State Democratic Central Committee and the 10CDDC is open to all registered voters in the Tenth Congressional District who wish to participate as Democrats. All meetings shall be open to all members of the Democratic Party regardless of sex\, race\, age\, color\, creed\, national origin\, religion\, economic status\, sexual orientation\, ethnic identity\, or disability. We endeavor to represent all Democrats within the Tenth District and to host a Convention which fully reflects the diversity of our District at all levels of participation from Convention Delegates to Committee Member Candidates.\n\n \n\n 	Declaration. All persons participating in the Reorganization Convention shall sign a Declaration form\, which includes an affirmation that the person is a resident of\, and registered to vote in\, the Tenth Congressional District; does not intend to support any candidate who is opposed to the Democratic nominee in the next ensuing general election; is a Democrat; is not a member of any other political party; and will not participate in the nominating process of any other political party for the 2022 general election.\n\n \n\n 	District Rules and Committees. The District Convention shall be governed by the rules developed by the Temporary Rules Committee. The 10th District Democratic Committee shall appoint the members of the Committees on Credentials and Rules. The Congressional District Credentials Committee shall work with the CD Committee members and DPVA staff to finalize the delegate roster for the Congressional District Convention.\n\n \n\n 	Voluntary Administrative Filing Fee. There will be a voluntary Convention fee of $10.00 for each District Convention Delegate. No person shall be denied the right to participate in the delegate selection process due to nonpayment of the voluntary administrative fee. Administrative fees may be paid online at https://secure.actblue.com/donate/2022-cd10-reorg-delegate. The Delegates from each jurisdiction will elect their respective members to Democratic State Central Committee from the Congressional District. To ensure the Committee Members are equally divided between women and men (determined by gender self-identification)\, the members from each jurisdiction with more than one member will also be gender balanced. The gender of the first binary candidate nominated in each jurisdiction will be designated. At the time of nomination of Committee Members in the jurisdiction\, the binary gender advantage will alternate as Committee Members positions are filled\, and the alternation shall continue in order of vote-getting. In the case of gender expansive individuals\, they shall not be counted in either the female or male category.\n\n\n\n \n\n 	Filing. Candidates for positions on the 10CDDC and State Central Committee must file for the election that will take place at this Convention. Committee Member Candidates must file with the 10CDDC Reorg Chair\, Shelley Tamres\, by 5:00 PM on Friday\, February 11\, 2022. The filing form is attached to this Call and is also available from the Reorg Chair by request. We are requesting a voluntary prefiling fee of $25. Only those individuals properly filed in a timely manner shall appear on the ballot. No write in candidates or floor nominations shall be accepted.\n\n \n\n 	Slates. Any Committee Member Candidates may form a slate and have the slate be listed on the ballot.\n\n \n\n 	Filing Deadlines and Locations. SUMMARY:Calling the 2022 Seventh District Democratic Convention
DESCRIPTION:Call to Convention\n \n\nPursuant to the authority vested in this Committee by the Virginia Democratic Party Plan (State Party Plan) the Seventh District Democratic Committee (7th District Committee) hereby calls a District Convention to convene virtually  at 11:30 A.M.\, on February 19th .Delegates\, alternates and interested guests will be able to view the convention on the internet. Note that only delegates and alternates will be allowed to participate\, however. \n\n \n\nDelegates will engage in online voting for 30 minutes once voting commences. \n\n \n\n           This District Convention shall:\n\n \n\nNominate twenty (20) persons\, ten (10) men and ten (10) women (or as close as possible) to serve as the 7th Congressional District Democratic Committee and serve on the Democratic Party of Virginia’s State Central Committee starting March 2022 until June 2026 when a new district committee is elected in the spring of 2026. (See Section III)\n\n \n\n 	Allocation and Election of Delegates and Alternates\n\n \n\nAs determined by the Democratic Party of Virginia\, the Seventh District Convention shall be composed of  delegates and  alternate delegates to be elected from Caroline County\,  Culpeper County\, City of Fredericksburg\, Greene County\, King George County\, Madison County\,  Orange County\, part of Prince William County\,  Spotsylvania County and Stafford County\,  in accordance with the provisions of this Call. Accordingly\, these numbers have been allotted by regions.\n\n \n\nMember Regions. The 7th Congressional District shall be divided into five regions that will each be served by four Central Committee members that reside in his or her region and are elected at the Convention. The member regions are as follows:\n\n \n\nNova Region – Consists of all portions of the 7th Congressional District in Prince William County’s Woodbridge\, Occoquan\, and Coles Districts.\n\n \n\nQuantico Region – Consists of all portions of the 7th Congressional District in Prince William County’s Neabsco and Potomac Districts and the Griffis-Widewater District of Stafford County.\n\n \n\nRappahannock North Region – Consists of King George County and Stafford County except for the Griffis-Widewater District.\n\n \n\nRappahannock South Region – Consists of the City of Fredericksburg\, Caroline County\, and Spotsylvania County except for the Courtland and Chancellor Districts.\n\n \n\nPiedmont Region – Consists of all Greene County\, Madison County\, Orange County\, Culpeper County\, all portions of the 7th Congressional District in Albemarle County\, and the Courtland and Chancellor Districts of Spotsylvania County.\n\n \n\nPiedmont Region    Rapp South Region        Rapp North Region        Quantico Region        NoVA Region\n\n \n\nAlbemarle         Caroline            King George        Prince William        Prince William\n\n \n\nCulpeper        Fredericksburg        Stafford            Stafford\n\n \n\nGreene        Spotsylvania\n\n \n\nMadison\n\n \n\nOrange\n\n \n\nSpotsylvania\n\n \n\n\n\n\nNoVA\nPiedmont\nQuantico\nRappahannock North\nRappahannock South\n\n\nLocality\nDel.\nLocality\nDel.\nLocality\nDel.\nLocality\nDel.\nLocality\nDel.\n\n\nPrince William\n38\nAlbemarle\n1\nPrince William\n32\nKing George\n5\nCaroline\n7\n\n\n\n\nCulpeper\n10\nStafford\n5\nStafford\n30\nFredericksburg\n7\n\n\n\n\nGreene\n4\n\n\n\n\nSpotsylvania\n21\n\n\n\n\nMadison\n3\n\n\n\n\n\n\n\n\n\n\nOrange\n8\n\n\n\n\n\n\n\n\n\n\nSpotsylvania\n9\n\n\n\n\n\n\n\n\n\n\n \n\n 	Allocation of District Committee Members\n\n \n\nThe allocation of district committee members\, as determined by using a numerical formula derived from delegates numbers in each locality shall be 4 per region as defined above.\n\n \n\n:\n\n \n\nTOTAL    4 SCC members * 5 regions + 20 allotted to cd 7\n\n \n\nThese allocations are in effect with the caveats voted by the seventh cd committee as of January 14\, 2022\, which specifies the conditions for an unfilled slot.\n\n \n\nIn accordance with the DPVA Party Plan\, the State Central Committee delegation must be gender balanced or a close as possible.\n\n \n\nIn August of 2018\, the DNC Rules and Bylaws Committee adopted language to facilitate the inclusion of individuals who identify as gender non-binary\, meaning they do not self-identify as either female or male.  If gender non-binary individuals file to run for Central Committee member\, ballots for Central Committee members  shall list all candidates on one ballot and the winners shall be the highest vote getters\, achieving as close to parity as possible. If a male/female gender disparity greater than one elected member should exist upon the conclusion of the Convention\, the 7th CD Committee shall rectify that disparity though its additional member appointment process.\n\n \n\n 	Pre-filing for Delegate and Alternate Delegates to the CD Convention\n\n \n\n 	Delegates and alternates shall be elected in accordance with provisions of the State Party Plan and this Call\, including gender balance.\n 	Individuals interested in serving as a delegate or alternate shall file on a form provided by DPVA..\n 	Should one locality have too many individuals interested in serving as delegates (or alternates) those individuals may be moved and allowed to serve from another locality\, within the cd\, maximizing participation.\n 	As long as the total number of individuals filed for delegate is equal to or less than the total allotted to cd 7\, everyone filed will be declared elected.\n 	After moving prefiled delegates and alternates to localities with vacancies\, if any locality still has overage\, that locality will hold an election at 11:30a on February 19th just prior to the start of the 7th CD convention.\n 	 Pre-filing forms shall be made available by the DPVA electronically\n\n \n\nC. No filing fee shall be required nor requested by any jurisdiction for delegate or alternate. \n\n \n\nD.  Timeline\n\n \n\nThe pre-filing deadline shall be 5:00 p.m.\, on February 12th\, 2022.  Delegate candidates for 7th Congressional Democratic District Conventions shall pre-file with the DPVA. No filings shall be accepted after the deadline.\n\n \n\n 	Verification of Caucus Participants. \n\n \n\nIn the event that more individuals file to serve as Delegate in any one locality than positions available\, vacancies may be filled across jurisdictions within cd 7. Example. If 40 individuals file for 50 Delegate Positions in Virginia Beach\, and 20 individuals file for 10 Delegate Positions in Northampton\, the CD Chair\, in consultation with Party Staff\, may move the delegates from representing Northampton to representing  Virginia Beach. These Delegates would be able to vote how they please at the CD Convention.\n\n \n\nAll individuals must be registered voters in the congressional district.\n\n \n\n 	Filing for State Central Committee.\n\n \n\nFiling for State Central Committee shall be done on the form provided (see attached). The form and check must be received by Abbi Easter\, Chair\, by \,February 16\,  2022 by 5p. Individuals may file electronically. There will be a $25 filing fee which can be sent by check with the filing fee to Abbi Easter\, 2611 Cherrytree Lane\, North Chesterfield 23235 or paid through ActBlue and the filing form sent electronically. . Only those persons eligible to serve on the 7th cd committee (registered to vote in a seventh cd locality and willing to sign the oath)\, properly prefiled and in a timely manner will be shown on the ballot.\n\n \n\n 	Voting for State Central Committee Members\n\n \n\nThe convention will vote on 20 members according to the regional allocation shown above\, evenly divided by gender\, following DNC guidelines (Section III of this Call). Any ballot with an overvote (by number or gender) will be discarded.\n\n \n\nThe CD Convention delegates will each be assigned a unique identifying number. That number\, along with a link to access the ballot\, will be emailed to each delegate. Delegates will click on the link which will first request that they type their specific number in to the space provided to access their ballot. Ballots with an incorrect ID number entered will not be accepted. Delegates will then be able to view their ballot and be able to vote for candidates for DPVA Central Committee members. Ballots with overvotes will not be accepted nor will write in ballots (Eligible candidates must have pre-filed. If a delegate submits more than one electronic ballot\, only the most recent one shall be accepted.\n\n \n\nVoting will be open for one-half hour.\n\n \n\n 	Slates\n\n \n\nSlates will be allowed. A slate may consist of up to 20 or fewer\, following the regional allocations in Section III. Slates must conform to gender balance rules.\n\n \n\nSlates must be sent to Abbi Easter at abbieaster@gmail.com by Thursday\, February 17 at 5p to be on the ballot. Slates will randomly be assigned color names (no blue!).  An individual can only appear on one slate.\n\n \n\nThe chair will explain slate voting prior to the beginning of voting to ensure no over votes.)\n\n \nVII. Subcommittee Appointed and Empowered to Act\n \n\nA special subcommittee consisting of the Chair\,  Secretary and such other persons as the District Chair shall appoint is empowered to act for and in the name of the District Committee in making additional plans and arrangements and finalizing dates and location for the execution of the resolution and to fill in the blanks of this draft call as time permits.\n\n \n VIII. Publication\, Affirmative Action\, Discrimination Prohibited\n \n\nThe officers and members of the District Committee shall take all reasonable affirmative action to publicize these party activities and retain full participation by all segments of the Democratic Party of the Seventh Congressional District in them. Discrimination on the basis of race\, sex\, age\, color\, national origin\, religion\, ethnic identity\, or economic status in the conduct of these activities is prohibited. All Democrats are encouraged to participate in the delegate selection process.\n\n \n\nPertinent parts of this Call shall be publicized in accordance with the Party Plan on the 7th District Website\, the Democratic Party of Virginia website and county and city committees’ websites.\n\n \n\nIX. Incorporated Documents. DESCRIPTION:Citizens Comment Time\nAdditional Information: Click Here \nIndividuals are invited to attend and become informed about the operation of Prince William County Public Schools\, or address the Board during Citizens Comment Time. During the school closure\, please check the meeting announcement for specific links and instructions on signing up for Citizens Comment Time. \nNOTE: Effective February 17\, 2021 the Board will return to its earlier practice of limiting the initial citizen comment period to 30 minutes\, allowing any additional speakers to provide their comments at the end of the meeting. \nAll speakers must provide the School Board Clerk with their address and phone number in order to verify their residency and permit the Clerk to contact them if necessary. Upon request\, the Clerk will not release to the general public the address and phone number of the speaker. However\, such information may be requested under the Freedom of Information Act (FOIA). Speakers must also identify the issue of public concern upon which they will be speaking. (View Policy 134) \nSpecial meetings or work sessions are called when necessary to conduct school business and are announced in advance on the School Division’s website and through local news media. \nAll School Board meetings\, except closed sessions\, are open to the public. \nClosed sessions are held prior to the public meetings at 6 p.m. and are not open to the public. Items discussed in closed sessions are confined by law to personnel\, student matters\, acquisitions/disposition of real property\, legal\, and other specific matters exempted from open sessions under Virginia’s Freedom of Information Act. \nWhile some Board members are expected to physically assemble in the School Board meeting room for the public session\, due to the ongoing pandemic\, other members of the School Board may participate in the meeting through electronic means during the State of Emergency as permitted by law. School Board Agendas are available online in advance of meetings. Agenda items and materials are subject to change up to the time of the meeting. \nMeetings are broadcast live on PWCS-TV (Comcast Channel 18 and Verizon FiOS Channel 36) and can also be viewed live online on the PWCS-TV website.
